Having a heading hierarchy is something that you need to do not just for yourself, but for others involved in your book creation process - your editor, designer, proofreader and even the actual reader in the long term. It's a document that basically lays out the structure of the book without the nitty-gritty text. As you shepherd your book through editing, design, and format, through to publishing, it's going to make the process so much smoother if you have this document ready to go and for others to use.
Basically, the purpose of this document is what makes it so magical, because it gets everyone on your book team on the same page. The goal — the purpose — of this document is to ensure that your book is read and consumed in the way that you are intending as the author, because you're obviously not going to be there every time someone's reading the book.
